
Remote Proctoring
Remote Proctoring refers to the supervision of exams taken at home on one's own computer. Camera, microphone and software monitor whether someone is cheating – in some cases, software handles this automatically.
During an exam at school, a teacher walks around the room making sure nobody copies from someone else. Remote Proctoring transfers this kind of supervision to exams that are taken at home on one’s own computer. The test-taker switches on their camera and microphone, and often has to additionally install a program. This program sees what is happening on the screen and, for example, blocks other windows. Sometimes a real person watches via video, sometimes only a computer program evaluates the recordings. The term is made up of the English word “remote”, meaning from a distance, and “proctor”, the English term for exam supervisor.
Why universities and certification bodies rely on it
Exams are only worth something if their results can be trusted. A language certificate or a university degree is meant to prove that someone can actually do something. As soon as exams move online, control over the exam room is lost. Remote Proctoring is meant to close this gap without requiring all participants to travel.
The big push came with the Covid pandemic starting in 2020. Universities had to administer thousands of exams digitally within just a few weeks. Providers of such software grew rapidly during this time. Even afterwards, the technology remained in use, for example for international certifications such as IT exams from Microsoft or Amazon.
At the same time, the method is politically and legally controversial. A camera in one’s own bedroom is a serious intrusion into privacy. German courts and data protection authorities have repeatedly ruled that not every form of it is permitted. Continuous video recording of living spaces in particular is considered problematic. Some universities have abolished such systems again following protests by students.
Camera, screen and behavioral analysis
Before starting, the test-taker usually has to verify their identity. They hold an ID card up to the camera, and the software compares the photo with the face on screen. They then pan the camera once around the room. This is meant to rule out notes hanging on the wall or a second person helping.
During the exam, several checks run in parallel. A so-called lockdown browser, i.e. a sealed-off internet browser, prevents other programs from being opened. Camera and microphone record continuously, and often the screen is recorded as well. Some systems log every keystroke and every mouse movement.
The AI component lies in the evaluation. Facial recognition programs check whether the same person remains visible at all times. Other models look for suspicious behavior: frequently looking away, unfamiliar voices in the room, a second face in the frame. The software does not pass judgment itself but merely flags suspicious moments for later review by humans. This is exactly where a weakness lies: anyone who sits restlessly, has a disability, or is looking after a child in the next room quickly triggers false alarms. Studies have also shown that facial recognition fails more often with darker skin tones.
From university exams to driving theory tests
Remote Proctoring is most commonly encountered at universities and distance-learning institutions. Those studying alongside a job often take exams from home. Well-known providers include Proctorio, ProctorU and Examity. In Germany, several universities rely on their own, more data-protection-friendly variants using purely live supervision by staff.
Outside of education, companies use the technology for recruitment tests and internal training. Professional certifications in the IT industry are also administered this way. In the business press, the term usually appears in two contexts: as a growing market for education technology, and as an example in the debate about surveillance through AI.
A related term is Learning Analytics, i.e. the analysis of learning data to improve teaching. The distinction is important: Learning Analytics is meant to support learning, while Remote Proctoring is meant to prevent cheating. Anyone reading about the topic should also pay attention to whether software really decides automatically. In most cases, the final assessment remains with an examination board.
