Grid Interconnection Queue

The grid interconnection queue is the list of all projects seeking to connect to the public power grid that are awaiting review by the grid operator. It has become one of the most significant bottlenecks for new data centers and for the expansion of renewable energy.

Anyone in Germany who wants to have a large power line laid to their property cannot simply do this themselves. The power grid belongs to companies that operate and manage it, the so-called grid operators. You have to submit an application to them if you want to draw or feed in a lot of electricity. Because significantly more applications come in than can be processed and built quickly, a waiting list forms. This list is called the grid interconnection queue. Whoever is far back in it often waits several years for a binding commitment.

Why data centers get stuck on the grid

A modern data center for artificial intelligence is a power guzzler. Large facilities need several hundred megawatts of capacity. For comparison: that’s roughly equivalent to the consumption of a medium-sized major city. No grid operator can simply provide such quantities on demand. Usually, new lines and substations must first be built.

That’s why the queue now also helps determine where AI data centers actually get built in the first place. Companies no longer choose locations solely based on land prices or internet connectivity. They first ask where there is free grid capacity. In regions like Northern Virginia in the US or around Dublin in Ireland, the grid is so heavily loaded that at times no new connections were granted at all.

The queue is also a problem for the energy transition. Wind farms and solar farms are on the same list as data centers and factories. A fully planned solar farm can sit idle for years because the connection point is missing. In the US, more generation capacity was recently waiting in the queues than the entire country owns in power plants.

From application to connection point

The process is similar in most countries. A project registers its planned power demand with the responsible grid operator. The operator then checks whether the grid at that location can handle the additional load. This check is called a grid impact study and can take months. If capacity is insufficient, it must be calculated what expansion would be necessary and what it would cost.

The catch lies in the order. Traditionally, the principle of “first come, first served” applies. Each project is reviewed in the order of its application date. If a project far ahead in the queue changes or drops out, the calculations for everyone behind it have to be redone. This makes the queue move even more slowly.

A second problem is sham applications. Because an application costs little for a long time, some companies register projects they never intend to build. They simply secure a spot in line. Regulators are responding with higher fees, deadlines, and proof requirements. In the US, the regulatory authority FERC enforced in 2023 that applications be reviewed in batches instead of individually. In Germany, too, there are proposals to prioritize projects based on their benefit to the grid rather than by application date.

A term that shows up in quarterly earnings

In the news, you usually encounter this topic indirectly. When a tech company reports that construction of a data center is being delayed, a grid interconnection queue is often behind it. Investors now pay attention to how much secured grid capacity a company already holds. This capacity has become a tradable asset.

This also explains some unusual deals in recent years. Microsoft signed a contract for electricity from the decommissioned Three Mile Island nuclear power plant. Other companies buy old industrial sites because a strong connection is already in place there. Still others build their own gas turbines next to the data center to bypass the queue entirely.

You shouldn’t confuse this term with a power outage or grid overload. It’s not about there currently being too little electricity available. It’s about a bureaucratic and construction-related waiting period before a cable is even laid. This waiting period is currently one of the toughest brakes on AI expansion.
